What is a Phytosanitary Certificate and Why Does it Matter? | Riyp

If you have ever imported fresh produce, you have encountered a phytosanitary certificate. If you are new to the industry, you may be wondering what it is and why it matters. Here is a straightforward explanation.

What is a Phytosanitary Certificate?

A phytosanitary certificate is an official document issued by the national plant protection authority of the exporting country. In South Africa, this is the Department of Agriculture, Land Reform and Rural Development (DALRRD). The certificate confirms that the produce being exported has been inspected and is free from pests, diseases, and other biological risks that could pose a threat to agriculture in the importing country.

Why is it Required?

Almost every country in the world requires a valid phytosanitary certificate for imported fresh produce. The reason is simple: fresh fruit and vegetables can carry pests and diseases that, if introduced to a new country, could devastate local agriculture. The phytosanitary certificate is the importing country's primary mechanism for managing this risk.

What Happens Without One?

A shipment that arrives without a valid phytosanitary certificate, or with one that does not comply with the importing country's specific requirements, will be refused entry or placed in quarantine. This means the consignment sits in a cold store at the buyer's expense while the issue is resolved, or in the worst case, it is destroyed. For a perishable product, even a short delay can mean significant financial loss.

Every Country Has Different Requirements

The specific requirements on a phytosanitary certificate vary by destination country and by produce type. Some countries require specific declarations about treatment methods. Others require confirmation that produce was grown in a certified pest-free area. Getting these details right before a shipment moves is not optional. It is the job.
